UKRAINIAN PROGRAM
We are happy to extend our mission to this great country of wonderful potential and hope that in the near future we will be able to share many success stories from this country. As you may anticipate or know, Adoption policy and requirements differ from one country to another and we would like to highlight some of the specific requirements of Ukraine so that those contacting us for the first time and those who have maintained a longstanding relationship with us, or for all those that might consider adoption form Ukraine, may see the unique features in the Ukrainian adoption process. They are some relevant points we would like to focus on, which are as follows:
REQUIREMENTS AND CHILDREN AVAILABLE FOR ADOPTION:
- Children available for adoption are typically 14 months and older. Ukrainian children who have been registered with the Kiev-based National Adoption Center for one year are available for international adoption. The one-year waiting requirement may be waived only if children suffer from a disease listed with the Ministry of Public Health Protection. These diseases vary from very serious to minor physical diagnoses that could be corrected or treated.
- Adopting parents who have registered with the Adoption Center may receive information about adoptable children only after they receive an invitation from the Adoption Center to travel to Ukraine. The Adoption Center will communicate with our coordinators after an application is filed.
- Married and single people may adopt from Ukraine. The difference between the age of the adopting parent and adopted child must be at least 16 years, although this can be waived if circumstances warrant. If the child is adopted by a relative, the age difference is not considered.
- It takes 2-6 months to be matched with a Ukrainian orphan after adopting parents submit their dossier with the National Adoption Center. Parents can also expect a three to four week wait between the initial filing of the adoption in the local court and issuance of the final adoption decree.
Orphanages are responsible for providing full and complete information on children available for adoption to the Adoption Center database within 1 week. The local office of the Ministry of Education creates a file for each child available for adoption and prepares an application that contains basic information about the child and his/her photo. They retain the application in their office for one month, during which they encourage Ukrainian families to adopt the child. After being kept at the local office for one month, the application is forwarded to the regional office of the Ministry of Education. This office has to find a Ukrainian adopting family for the child within one month. If this is not possible, the child can be considered eligible for international adoption.
